Tareck Zaidan El Aissami Maddah is a Venezuelan politician who held senior posts under Hugo Chávez and Nicolás Maduro, including interior minister, governor of Aragua, executive vice president and petroleum minister. His public record includes U.S. narcotics sanctions, allegations of sanctions evasion and a separate Venezuelan corruption investigation. Treasury designated him in February 2017 under the Foreign Narcotics Kingpin Designation Act. In April 2024, Venezuelan prosecutors arrested him in the case commonly called PDVSA-Cripto. These proceedings concerned different alleged conduct and should be distinguished from wider claims about Venezuela’s relations with Hezbollah.

Political career
InSight Crime traces El Aissami’s rise from student politics and legal studies at the University of Los Andes to a National Assembly seat in 2005. He moved to the vice ministry responsible for crime prevention and citizen security in 2007, then became interior and justice minister in 2008. He subsequently governed Aragua before Maduro appointed him executive vice president in January 2017. The sequence placed him in institutions responsible for security, territorial administration and executive decision-making before he took on major economic responsibilities.

After the vice presidency, El Aissami became minister of industries and national production in 2018 and petroleum minister in 2020. InSight Crime’s account associates his later position with the use of intermediaries to market Venezuelan oil under U.S. sanctions. That economic history is separate from the narcotics allegations in the 2017 designation, even though some of the same businessmen appear in both narratives. Holding a succession of offices does not itself establish the criminal allegations attributed to him.

The 2017 Kingpin Act designation
On February 13, 2017, Treasury alleged that El Aissami facilitated narcotics shipments from Venezuela, including through control over aircraft leaving an air base and routes through ports. It said he had overseen or partially owned shipments exceeding 1,000 kilograms on multiple occasions, with Mexico and the United States among the destinations. The announcement also alleged that he received payments to facilitate Walid Makled’s shipments, coordinated shipments to Los Zetas and protected Daniel Barrera Barrera and Hermagoras Gonzalez Polanco. These were Treasury’s grounds for an administrative designation.

The associated business network
Treasury simultaneously designated Samark José López Bello, whom it described as El Aissami’s principal frontman and financial intermediary. It designated or identified as blocked property thirteen companies across Venezuela, Panama, the British Virgin Islands, the United Kingdom and the United States. Its account included petroleum, engineering, distribution, telecommunications and asset-holding businesses. The action restricted U.S. persons’ dealings and froze property within U.S. jurisdiction. The list of companies describes the scope of a sanctions action, rather than thirteen separate criminal convictions.

Sanctions evasion and the later corruption case
InSight Crime reports that U.S. authorities accused El Aissami and López Bello in March 2019 of evading the sanctions through private flights supplied by U.S.-based companies. This was a different allegation from shipping cocaine: it concerned commercial services provided after designation. The distinction helps explain why sanctions enforcement can create further legal exposure without requiring a new narcotics shipment to be proved in every proceeding.

El Aissami resigned as petroleum minister in March 2023 during a corruption investigation involving the state oil company, Petróleos de Venezuela, or PDVSA. On April 9, 2024, Attorney General Tarek William Saab announced his arrest. According to InSight Crime, Saab alleged that oil sales had generated proceeds that did not reach state coffers and were laundered through cryptocurrency-related institutions, companies and assets. López Bello and former finance minister Simón Zerpa were also arrested. The arrest and accusations are not, in themselves, a reported conviction.

Alleged Middle Eastern contacts
A separate May 2020 U.S. complaint against Adel El Zabayar recounted an alleged 2009 visit to Syria involving El Aissami, Hugo Carvajal, Ghazi Nasr al-Din and a Hezbollah operative. It alleged that El Aissami proposed bringing Hezbollah personnel to Venezuela to work with FARC and received rifles during the visit. A footnote also preserved Carvajal’s reported assertion that he objected to the proposal. This is an attributed account of a meeting and proposal, not a transaction record establishing that a specified El Aissami drug payment reached Hezbollah.

Regional context
INSS’s analysis of Iranian activity in Latin America identifies Venezuela as an important center for diplomatic and military cooperation with Tehran. It emphasizes shared opposition to Western influence as one explanation for cooperation across different political and religious systems. That regional framework helps place the alleged contacts in context, but it does not prove individual criminal responsibility. El Aissami’s biography therefore requires the political history, the named sanctions allegations and the distinct legal proceedings to remain separately identifiable.
