== The 2011 designation ==

On 26 January 2011, Treasury’s Office of Foreign Assets Control designated [[Hassan Ayash Exchange Company|Hassan Ayash Exchange]], [[Ellissa Exchange Company|Ellissa Exchange]] and New Line Exchange Trust Co. under the [[Foreign Narcotics Kingpin Designation Act]]. Treasury said Joumaa’s organization used the three Lebanon-based exchanges to launder illicit proceeds and also designated individuals for their roles in the exchanges, including [[Hassan Ayash]] and Hassan Mahmoud Ayache. The announcement prohibited U.S. persons’ financial and commercial dealings with the designees and froze assets under U.S. jurisdiction. It was a narcotics-sanctions action, not a criminal judgment against every employee or customer.<ref name="r1" />

Treasury described Joumaa’s wider organization as operating across Lebanon, West Africa, Panama and Colombia and estimated laundering of as much as $200 million per month through several channels. That was an estimate for the organization’s activity. It was not an estimate of New Line’s own monthly turnover or of money ultimately received by [[Hezbollah]]. New Line, Ellissa and [[Hassan Ayash]] were separately named businesses; the designation did not merge them into a single incorporated company.<ref name="r1" />

FDD’s 2021 study reproduces an allegation from the Bartlett civil complaint that Abdul Latif Fawaz, described by the plaintiffs as a Tajideen-network courier, deposited $20,000 in cash at New Line’s Beirut branch in 2008. The receipt reportedly described the source as business. The complaint alleged that New Line then instructed [[Lebanese Canadian Bank]] to debit the exchange’s dollar account and transfer the amount to an individual’s account at Société Générale de Banque au Liban. This is an attributed civil allegation, not a transaction identified in the passage as belonging to Joumaa.<ref name="r2" />

The sequence illustrates the intermediary function alleged by the plaintiffs: the person delivering banknotes need not be the named customer on the account from which an electronic payment is sent.
