Lebanon appears as a financial location in several U.S. enforcement records concerning narcotics proceeds and Hezbollah-linked networks. The records identify banks, exchange houses, cash couriers and businesses performing different functions. A 2011 action concerned Lebanese Canadian Bank and the Joumaa network; a 2013 civil settlement resolved claims against the bank; and a 2016 European investigation described proceeds transiting Lebanon. These are accounts of named institutions and networks, not allegations against Lebanon as a whole.

Lebanese Canadian Bank and exchange houses
In February 2011, U.S. authorities said the Joumaa network used accounts at Beirut-based Lebanese Canadian Bank and several Lebanese exchange houses to launder narcotics proceeds. The announcement described as much as $200 million per month moving through the wider network and stated, on the basis of U.S. government information, that Hezbollah derived financial support from its criminal activities. The monthly figure was a network estimate, not a judicial finding that Hezbollah received that amount.

The Financial Crimes Enforcement Network, or FinCEN, described a sequence in which cash entered exchange houses, was deposited into their bank accounts and was followed by instructions for international transfers. This placed the bank within a service chain involving other businesses and collection points. Its account also described payments to Asian suppliers through U.S. correspondent accounts, followed by goods sold in Latin America and settlement through currency brokers.

Trade and physical movement
The used-car route described in the U.S. civil case linked U.S. purchases, West African sales and returns to Lebanon. Authorities alleged that sale proceeds were combined with narcotics proceeds and moved through laundering channels associated with Hezbollah. The complaint also alleged payments for transporting and safeguarding cash, including shipments arriving at Beirut airport. These allegations assigned different roles to dealers, banks, exchange houses and couriers rather than treating a bank transfer as the whole laundering process.

The complaint’s table of approximately $329.6 million in transfers concerned a defined population of payments through several banks and exchange businesses. It was not an amount stated to have been personally received by Joumaa or delivered to Hezbollah. Transaction totals, a network’s estimated monthly turnover and later asset recoveries measure different things and may overlap.

Seizure and civil settlement
In August 2012, U.S. authorities seized $150 million as substitute funds for purchase-price money held in escrow after Lebanese Canadian Bank’s sale. The announcement expressly stated that no wrongdoing was alleged against Société Générale de Banque au Liban, Banque Libano Française or the U.S. bank holding the correspondent account. Their roles in the sale and transfer arrangements were distinct from the allegations against Lebanese Canadian Bank.

In June 2013, a U.S. court entered a settlement requiring Lebanese Canadian Bank to forfeit $102 million. The settlement resolved civil claims against specified assets and parties; it was not a criminal conviction of everyone named in the complaint. The agreement also preserved the bank’s denial of wrongdoing and of management involvement in drugs, terrorism or laundering. The financial recovery and the retained denial are both parts of the outcome.

The Justice Department separately announced a settlement exceeding $720,000 with Hassan Ayash Exchange. That resolution concerned a different participant and did not resolve all claims against all businesses in the broader case. It likewise cannot be treated as another measurement of the same bank’s income or as a regional estimate of Hezbollah financing.

The 2013 exchange-house actions
Treasury’s April 2013 action identified Kassem Rmeiti & Co. for Exchange and Halawi Exchange as institutions of primary money-laundering concern. It alleged that they had continued aspects of the network’s activity after action against Lebanese Canadian Bank, including transactions linked to used cars and consumer goods. The findings describe particular businesses and activities; they do not identify all Lebanese exchange services as participants.

Both businesses disputed the allegations in contemporary reporting. Halawi defended its recordkeeping and compliance, while Rmeiti denied wrongdoing. Treasury imposed an immediately effective reporting order lasting 120 days and separately proposed further restrictions on U.S. financial institutions. The reporting requirement and proposed rule were different administrative steps, and neither was a criminal conviction.

European proceeds and Lebanon
In February 2016, the U.S. Drug Enforcement Administration (DEA) described couriers collecting cocaine proceeds in Europe and moving value toward the Middle East, while traffickers in Colombia received payments through hawala, an informal settlement system operated by intermediaries. DEA alleged that a large portion transited Lebanon and a significant share benefited Hezbollah. It identified the target as the Business Affairs Component and linked investigative leads to the earlier bank inquiry.

Europol’s later Cedar account adds a goods-resale mechanism: cash was used to buy cars, watches and jewellery in Europe, the goods were exported to Lebanon and sold, and the proceeds entered the financial system for onward payments to South American cartels. Its €26 million figure for watch purchases in 2014 and estimated €1 million in weekly laundering during 2015 refer to the targeted operation. They are not audited amounts received by Hezbollah.

Treasury separately identified Mohamad Noureddine and Trade Point International as providers of financial services, alleging dealings with Adham Tabaja, Al-Inmaa and other members of that business network. Naming customers helps distinguish the financial-service allegation from an assumption that every transfer through Lebanon served the same organization. The administrative designation remained separate from the French criminal proceedings.

AFP reported that a French court sentenced Noureddine to seven years in prison and a €500,000 fine in November 2018 on laundering and criminal-association offenses. Contemporary reporting also recorded his denial of knowing the criminal origin of the money or that it was destined for Hezbollah. The reported French outcome concerns his offenses; it is not a judgment establishing every organizational allegation in the U.S. announcements.

Later services and analytical context
Treasury’s April 2019 Chams action described a Lebanon-based laundering organization serving clients including Joumaa, La Oficina de Envigado and the Sinaloa Cartel. It alleged tens of millions of dollars in monthly laundering and identified Chams and the organization as Hezbollah-affiliated. The client list illustrates a shared service business; the release did not allocate its full turnover to Hezbollah or show that all clients had common leadership.

A May 2026 Institute for National Security Studies analysis by Noam Binstok, Orna Mizrahi and Esteban Klor describes financing through decentralized intermediaries, informal transfers and commercial activity. It explains hawala offsets and trade arrangements as ways of settling obligations without a direct movement of the same cash between customers. This later interpretation helps explain why cash, goods and payment records may trace different paths. It does not establish what a named bank or merchant knew in an earlier case.

Scope and financial measures
The case records support particular banking, exchange-house, trade and transit links. They do not establish participation by every Lebanese bank, exchange business or person. The $102 million Civil forfeiture, the estimate of as much as $200 million per month for the Joumaa network, the 2016 European account and later Chams figures concern different entities, periods and measures. Adding them would not produce a meaningful total for Hezbollah’s receipts or Lebanon’s narcotics-finance activity.
