Samer Kamal al-Assad, a cousin of former Syrian president Bashar al-Assad, was described by U.S. Treasury in March 2023 as overseeing Captagon production facilities in regime-controlled Latakia in coordination with the Syrian Fourth Division and certain Hezbollah associates. Treasury connected a factory it said he owned to the 2020 seizure of 84 million Captagon pills at Salerno, Italy, and said he reportedly owned another factory in Qalamoun. This is a specific government account of production and coordination, not a finding that Hezbollah owned the factories or the seized shipment.

Locations and seizure
Treasury identified facilities in Latakia and a reported factory in Qalamoun near the Syria–Lebanon border. It attributed the pills seized in Salerno in 2020 to a factory owned by Samer and gave an estimated value of $1.2 billion. Those are Treasury’s figures and attribution; the announcement does not include laboratory records, shipping documents or an independent allocation of proceeds from the seizure.

Attributed coordination
The distinctive connection is Treasury’s explicit statement that the Latakia facilities were overseen in coordination with the Fourth Division and certain Hezbollah associates. “Certain associates” does not identify those individuals, their share of activity, or their role in the 2020 shipment. The U.K. separately listed Samer as a prominent actor in Captagon production, without the same operational detail in its summary.

American designation
Treasury designated Samer under Syria-related authorities for support to, or significant dealings with, the Syrian government. It did not designate him under its Hezbollah support authority in this action. The 2023 coordination statement remains a Treasury allegation, distinct from organizational ownership or a criminal conviction.

European litigation
In a separate EU proceeding, the General Court dismissed Samer Kamal al-Assad’s 2024 challenge to his 2023 inclusion on Syria restrictive-measures lists. The Court of Justice dismissed his appeal in November 2025. The litigation concerned EU restrictive measures and a family-membership criterion; it was not a criminal trial or a judicial finding that Hezbollah owned Samer’s facilities or the Salerno shipment.

June 2025 American action
After the U.S. ended its broad Syria sanctions program, Treasury listed Samer Kamal al-Assad in Annex 4 of its June 2025 action among individuals designated under amended Executive Order 13894 for Captagon-related activity or risk. This is a later, separate administrative action. The article reports what Treasury did on that date; it does not describe subsequent changes.

Seizure value and financial attribution
The $1.2 billion figure in Treasury’s 2023 announcement was an estimated value attached to the 84 million pills seized at Salerno. It was not an amount Samer received from a completed sale or a measure of Hezbollah’s income. New Lines’ May 2024 report explains that seizure data depend on authorities’ reporting and recorded origins. Such data can illuminate routes and intercepted volumes without establishing the final allocation of profits.

Production and political protection
Valensi and Avraham’s July 2024 INSS analysis linked the persistence of Captagon flows to production capacity, protection and the former Syrian government’s diplomatic incentives. That interpretation provides context for Treasury’s description of coordination between Samer’s facilities and other actors. Valensi and Mizrahi’s January 2023 INSS analysis also recorded Hezbollah’s general denial of involvement. The institutional interpretation and denial do not decide the ownership of the Salerno consignment.
