Professional money laundering describes individuals or networks that provide laundering services to criminal clients, rather than only moving the proceeds of their own offenses. The Financial Action Task Force describes such services as fee-based and notes that providers can work for more than one organization. U.S. Treasury’s actions against the Guberek and Chams networks identify multiple narcotics-related clients in each case. The sources do not say every transaction by these networks was for Hezbollah or disclose the fee terms of the particular clients.

The general model
FATF’s 2018 report describes professional launderers as people, organizations or networks that, for a fee, help criminals launder proceeds. It identifies roles including cash transport, account management and proxy networks and methods including trade-based laundering and alternative banking. This is a general analytical definition; applying it to an individual case requires evidence of a service relationship rather than a profession, company name or geographic location alone.

Roles within a service network
FATF distinguishes an individual professional launderer, an organization carrying out the business, and a wider network of associates and contacts. Its framework includes cash transporters, cash controllers and proxy networks, as well as account management, trade and alternative banking. A provider may combine several functions or use other specialists. The distinction concerns the evidenced service to criminal clients; it does not classify an accountant, bank employee or remittance operator as a launderer simply because of their occupation.

Guberek as a multi-client example
Treasury’s July 2013 action said the Colombia-based Guberek network laundered drug proceeds for multiple trafficking organizations and named Joumaa and Linares Castillo. It described Colombian textile businesses, Panama shell-company accounts and cross-border transactions. Treasury reported a named laundering service to Joumaa, while its Hezbollah assertion concerned Joumaa’s wider enterprise. It did not trace a Guberek payment to Hezbollah.

The July 2013 Treasury account named Isaac Perez Guberek Ravinovicz and his son Henry as the Bogotá operation’s leaders and Johanna Patricia Ceballos Bueno as its day-to-day administrator. DEA separately announced a one-count laundering-conspiracy indictment against those three and Dilleman Hernando Solorzano-Lozano. The charge concerned controlled-substance proceeds and was not a reported Hezbollah material-support conviction. Those named management and client relationships give the general service model a concrete case; they do not resolve every defendant’s eventual disposition.

Matthew Levitt’s Beyond Convergence chapter uses Guberek’s services to Joumaa to illustrate commercial cooperation across ideological and communal boundaries. His interpretation helps explain why a trafficking group might buy financial services from outsiders. It does not show that the client owned the provider, that every employee shared the client’s aims, or that all money handled for other customers ultimately benefited Hezbollah.

Chams and the Hezbollah allegation
In April 2019 Treasury said the Chams Money Laundering Organization moved tens of millions of dollars monthly for designated traffickers, naming La Oficina de Envigado and Joumaa. It separately identified Chams and his organization as a Hezbollah-affiliated network and said Chams Exchange facilitated Hezbollah money movements. DEA, as cited by Treasury, assessed that much of the organization’s drug proceeds was laundered through Lebanon and also benefited Hezbollah. This is a more direct, attributed Hezbollah relationship than the Guberek example, but it does not allocate the monthly total to Hezbollah.

Chams contested central parts of the account. In a statement reported by L’Orient-Le Jour on 13 April 2019, he denied financial ties to Hezbollah and a relationship with Joumaa, and challenged the scale of the activity attributed to his business. The allegations and his response form a disputed record; the sanctions announcement was not an admission by Chams or a criminal verdict resolving those disputes.

Collectors, goods and payments
The EMCDDA–Europol EU Drug Markets Report 2019 describes a related professional-service model in Operation Cedar: cash collectors across Europe, purchases of cars, watches and jewellery, resale in Lebanon and onward payments to South American cartels. This shows how one service chain can combine collection, conversion into goods and financial settlement. It is a separate case account; its transaction estimates should not be assigned to Guberek or Chams merely because all are discussed as professional laundering networks.

Why intermediaries matter to investigations
In a March 2012 CTC Sentinel essay, retired DEA agent Robert Mazur argued that investigations of professional launderers can expose customer identities, records and assets that are difficult to reach through drug seizures alone. He presented this as a rationale for carefully managed undercover financial investigations. The argument explains why authorities target service providers with multiple clients; it is not evidence that a particular Guberek or Chams allegation was proven in court.

Interpreting service relationships
The label “professional laundering” explains how one service network can connect otherwise separate trafficking organizations. It does not merge the clients into one cartel or turn every employee into a Hezbollah member. In each case the client, service, specific funds flow, beneficiary and legal status must be sourced separately. FATF’s typology is not itself a finding against Guberek, Chams or their clients.

Noam Binstok, Orna Mizrahi and Esteban Klor’s May 2026 INSS analysis describes how exchange businesses, trade and hawala offsets can complement one another in decentralized financial networks. This helps distinguish the movement of cash or goods from settlement of obligations between intermediaries. It also explains why a service provider can matter beyond one physical shipment. The general model does not determine which named client supplied a particular payment or what share, if any, reached Hezbollah.
