Nader Mohamad Farhat, also reported as Mohamed Nader Farhat, is a businessman associated with the Cambios Unique exchange business in Ciudad del Este, Paraguay, who became a defendant in U.S. money-laundering proceedings. Paraguay extradited him to the United States in June 2019. A July 2023 federal court order records that he had pleaded guilty to a laundering conspiracy in Florida, citing an August 2022 plea agreement. Assertions of Hezbollah support appeared alongside the financial case, but they were distinct from the admitted laundering offense.

The 2018 Paraguayan investigation
The Paraguayan investigation became public in May 2018 and concerned Mohamed Nader Farhat and exchange businesses in Ciudad del Este. Última Hora reported raids, cash seizures and prosecutor Marcelo Pecci’s allegation that the businesses sent narcotics proceeds abroad. Pecci said he lacked evidentiary elements concerning the alleged Hezbollah financing, although he had received that information. The report also said no drugs were found during the searches. This separates the laundering investigation from the additional organizational allegation.

Última Hora’s report identified two Unique premises searched in Ciudad del Este and described the seizure of approximately $1.338 million in different currencies, along with documents, computers and telephones. It said undercover personnel had arranged transfers abroad, especially to the United States, while working with counterparts in Miami. These details locate the investigation in financial activity at an exchange business. They do not mean that the cash seized was itself a shipment of narcotics.

Alleged transfer services
FDD’s 2020 study recounts a Miami complaint alleging that Farhat offered laundering services to a DEA source at Cambios Unique. It describes fees of 1.5 percent for money leaving Ciudad del Este, 2 percent for money leaving Asunción and 3.5 percent for cash received in the United States or Brazil. It also recounts an alleged offer to collect $1 million in Miami every fifteen days. The rates and proposed volume are descriptions of an alleged offer, not a demonstrated total of completed transactions or organizational income.

Extradition and U.S. cases
In June 2019, Emanuele Ottolenghi reported Farhat’s extradition to Miami and related money-laundering charges in Florida and New York. The article describes the New York case as involving Mahmoud Ali Barakat and other defendants accused of assisting in the laundering of drug money. Its account of the proceedings and its discussion of a possible Hezbollah relationship draw on different material: the latter was attributed to media reports. The extradition established transfer to face proceedings, rather than the truth of every public allegation.

Guilty plea and forfeiture proceedings
A July 20, 2023 order by U.S. District Judge Joan Azrack records that Farhat pleaded guilty in the Southern District of Florida to conspiracy to commit money laundering after transfer of the New York case. The order cites his August 30, 2022 plea agreement and says he agreed to forfeit funds disputed by former co-defendant Abdulrahman Khwaja. Khwaja had been acquitted. The order directed his property claim toward the Florida forfeiture process; it did not identify the seized funds as Hezbollah receipts or impose Farhat’s prison sentence.

Investigation and extradition
The evidence recovered from the exchange offices was important to the subsequent investigation. BESA’s study describes seized documents, including blank checks, and a hard drive holding 1.41 terabytes of data. Citing a U.S. court document, it reports that the material included a chart purporting to show the laundering scheme’s organization. The study also describes evidence suggesting use of a Brazilian exchange to move funds overseas. These records offered investigators a way to trace relationships beyond the small storefront business; the volume of stored data was not a measure of the amount laundered.

The Hezbollah allegation
The distinction between laundering and alleged organizational benefit was present from the early Paraguayan reporting. Prosecutor Marcelo Pecci said he had information concerning possible Hezbollah financing but lacked evidentiary elements on that point. FDD’s extradition account subsequently described a possible connection through media allegations. Farhat’s later guilty plea adds a personal criminal outcome to the laundering history, but the order recording it does not convert those earlier organizational claims into an admitted terrorism offense.

Trade, exchange businesses and context
Gil Riza’s INSS study describes the role of legitimate commerce, counterfeiting, donations and other revenue sources in research on Hezbollah financing. This broader setting helps explain interest in commercial centers and financial intermediaries without making every exchange business an organizational operation. Farhat’s case is grounded in named premises, alleged service offers, extradition and a later plea. The regional context is useful only when kept separate from the evidence of what a particular person admitted or was accused of doing.
