Jammal Trust Bank SAL was a Lebanese bank sanctioned by the United States in August 2019 over alleged financial services to Hezbollah and associated institutions. The action also covered three insurance subsidiaries. The bank denied the allegations and announced in September 2019 that it would liquidate itself in coordination with Lebanon’s central bank. Its history is a distinct case in research on access to formal banking, particularly the alleged use of individual accounts for the business of a sanctioned organization.

The August 2019 designation
On August 29, 2019, Treasury designated Jammal Trust Bank under Executive Order 13224. FDD’s subsequent study identifies the associated subsidiaries as Trust Insurance S.A.L., Trust Insurance Services S.A.L. and Trust Life Insurance Company S.A.L. The bank’s designation was an administrative financial-sanctions action. It should be distinguished from a prosecution or judgment against every employee, depositor or insurance customer connected to the group.

Alleged institutional customers
Treasury alleged that Jammal Trust provided services to Hezbollah’s Executive Council, Al-Qard al-Hasan and the Martyrs Foundation. It said accounts were used to pay operatives and their families and that the bank sought to conceal relationships with Martyrs Foundation subsidiaries. The allegations concerned named institutional relationships and the purpose of accounts; they did not characterize all deposits at the bank as terrorist funds.

Personal accounts and organizational activity
FDD’s 2021 study of Al-Qard al-Hasan reproduces Treasury’s description of association officials opening ostensibly personal accounts at Jammal Trust while identifying themselves as senior Hezbollah members. According to that account, the accounts were then used for Al-Qard al-Hasan’s business. This illustrates the distinction between the formal name of an account holder and the organization for which transactions are allegedly performed. The allegation is not simply that the association maintained an ordinary account in its own name.

The same FDD study records Al-Qard al-Hasan executive director Adel Mansour’s December 2019 assertion that the association had no offshore accounts or relationship with banks. Its authors argue that the use of employees’ personal accounts made such a categorical description misleading. Their interpretation addresses the difference between direct institutional banking and access through individuals. The quoted association position and the authors’ rebuttal should remain identifiable as competing descriptions, rather than being merged into one agreed account.

Denial and liquidation
Reuters reported on September 19, 2019 that Jammal Trust had denied the U.S. allegations and decided to wind itself down. The bank said it was acting in coordination with the central bank while maintaining that it had complied with banking regulations. The central bank stated that assets and the bank’s share of the deposit-guarantee mechanism were, in principle, sufficient to cover deposits and commitments. This records the announced liquidation and deposit-protection assessment; it does not establish the final recovery of every depositor.

Designation and banking relationships
The bank’s alleged relationships continued to appear in later sanctions records. The Counter Extremism Project’s chronology recounts Treasury’s February 2020 action against three individuals and twelve entities affiliated with or controlled by the Iran-based Martyrs Foundation. It identifies Atlas Holding and its subsidiaries among businesses said to have conducted transactions for Hezbollah through Jammal Trust Bank. This follow-on account shows that the bank designation was part of a wider effort directed at customers, companies and officials as well as the financial institution.

Banking access and financial resilience
The case is often discussed alongside Lebanese Canadian Bank, but the institutions and proceedings were different. Jammal Trust’s 2019 allegations focused on services to named Hezbollah-linked entities and account arrangements. FDD’s discussion places it within a wider pattern of attempts to maintain access to Lebanese finance, including allegations about intermediaries who assisted Adham Tabaja. The existence of parallel allegations does not turn every named intermediary into a Jammal Trust employee or every transaction into part of one case.

INSS’s analysis of Hezbollah’s financial network argues that organizational finance can survive the loss of particular institutions through other companies, intermediaries and informal channels. The relevance to Jammal Trust is the difference between closing a bank and eliminating the demand for financial services. The study offers an explanation of network resilience; it does not supply a final accounting of Jammal Trust’s assets or prove that a particular former customer moved to a particular successor institution.
