The Guberek money-laundering network was a Bogotá-based organization accused by U.S. authorities of processing drug proceeds for several trafficking groups. Treasury identified Isaac Perez Guberek Ravinovicz and Henry Guberek Grimberg as its leaders in July 2013. Its alleged operations involved Colombian textile companies, Panamanian accounts and international cash collection. Treasury named Ayman Joumaa among its clients, linking the network to the wider enterprise it described as benefiting Hezbollah.

The July 2013 designation
Treasury’s 9 July 2013 announcement designated thirty-one individuals and entities under the Foreign Narcotics Kingpin Designation Act. It described companies in Colombia, Panama and Israel and alleged that the network had laundered hundreds of millions of dollars in drug money. The figure concerned the network’s services for trafficking organizations, not a measured amount received by Hezbollah. The action was administrative: it imposed restrictions on designated persons and property within the relevant American jurisdiction. The designation and the accompanying criminal case formed related enforcement measures, but they were not the same proceeding and did not have identical lists of affected people.

The July announcement identified Isaac Perez Guberek Ravinovicz and Henry Guberek Grimberg as the principals. It described Johanna Patricia Ceballos Bueno as managing day-to-day operations from their Bogotá offices and identified other relatives and associates as supporting activities or helping manage companies. These descriptions make the alleged network more specific than a list of names: leadership, administration and corporate management were distinct functions. They remain Treasury’s descriptions of the historical organization. Family relationships alone do not establish that each relative performed the same role, handled the same account or knew the origin and destination of every payment passing through a business.

Family and management roles
Treasury identified Isaac as Henry’s father and named Henry’s brothers Felipe and Arieh Guberek Grimberg among the additional designees. Its July 2013 account described Felipe as a businessman then living in Israel and Arieh as a licensed football agent. These were dated biographical and corporate relationships, distinct from the allegation that Ceballos Bueno managed daily work in Bogotá.

Textile companies and accounts
According to Treasury, the principals relied on ostensibly legitimate Colombian textile companies to engage in Trade-based money laundering. The announcement also described accounts belonging to shell companies in Panama. The alleged service was the movement of narcotics proceeds back to Colombia from other markets, using business and financial relationships to connect the stages. This is why the trade dimension matters: a company’s commercial identity can be part of how financial activity is presented and processed. The public announcement did not publish an invoice-by-invoice audit, and it does not justify labeling every textile sale by a named business as a laundering transaction.

Treasury listed Spain, Hong Kong, the United States, Mexico, China, Israel, the Cayman Islands and Venezuela among locations through which the money transited, in addition to other European and Central American locations. That list describes an alleged international financial reach. It does not mean that every payment traveled through all those jurisdictions in sequence. Nor does an account’s location establish the culpability of the country or all institutions operating there. The important relationship is between particular accounts, companies and transfers. The source supplies a map of locations investigators associated with the network, while a complete transaction map would require the underlying bank records.

Trafficking clients
The designation named both Ayman Joumaa and Jose Evaristo Linares Castillo as traffickers whose proceeds were processed by the network. This supports an account of a laundering service available to more than one criminal organization. It also limits a simple command model: serving Joumaa does not by itself show that Joumaa owned or directed the whole service provider. Treasury’s announcement placed the action within a broader campaign against narcotics enterprises that had benefited Hezbollah. The immediate allegation about the Gubereks, however, concerned processing drug money for named clients. The identity of each client and the eventual beneficiary of particular funds remain separate relationships.

DEA announced a one-count laundering-conspiracy indictment against Dilleman Hernando Solorzano-Lozano, Isaac Perez Guberek Ravinovicz, Henry Guberek Grimberg and Johanna Patricia Ceballos-Bueno in July 2013. The accusation concerned illegal controlled-substance proceeds. It was separate from the wider designation action and was not a reported Hezbollah material-support conviction. The defendants were presumed innocent; complete final dispositions for the four were not established by the sources obtained.

The Spanish collection cell
On 29 October 2013, Treasury designated Luis Santiago Calle Quiros and Maria Paloma Rodriguez Badillo, together with five entities in Spain and Peru. It described the couple as longtime partners of Isaac Perez Guberek Ravinovicz and as a Spain-based cell operating under his direction. The account identified Madrid offices where cash from narcotics sales was collected before money was funneled to accounts controlled by Guberek. This added a concrete collection function to the earlier description of Colombian trading companies and international accounts. The action concerned named people and businesses, rather than a generalized allegation about Spanish commerce or Colombian communities abroad.

The October announcement said the funds reaching Guberek-controlled accounts were used to pay narcotics traffickers in Colombia. The sequence provides an intelligible financial relationship: proceeds collected in a consumer market were connected to value returned to suppliers. It does not establish that the physical banknotes collected in Madrid completed every later stage of the journey. Financial settlement can involve more than one account or intermediary, and the public record does not provide a full reconciliation of each collection. The source’s strongest contribution is its identification of the collection office, the directing principal and the asserted destination of the payments.

The five associated entities
Treasury said the October action also covered two entities in Madrid and three in Lima because they were owned or controlled by Calle Quiros. The ownership ground matters: an associated company can be designated because of its relationship to a blocked person without a separate public account of every company transaction. A reader should therefore distinguish the allegation about the cell’s collection operation from the legal reason each business was included. The action expanded the network’s documented commercial footprint, but it did not publish a criminal verdict against each firm or demonstrate that every company carried out an identical function.

The five Spanish-cell companies
The October 2013 OFAC notice named Textimax Spain S.L. and Castizal Madrilena S.L. in Madrid, and Cartronic Group Peru S.A.C., Inmobiliaria Castizal S.A.C. and Ucalsa Peru S.A. in Lima. Textimax and Castizal shared the published street address Calle Julian Camarillo 47, with a unit specified for Castizal. The list identifies designated businesses; it does not say that each address was a proven cash handover site.

Later removals and reported outcome
OFAC removed Arieh Guberek Grimberg and Cartronic Group Peru on 28 April 2015. It removed Felipe Guberek Grimberg and Maria Paloma Rodriguez Badillo on 29 September 2016. On 14 June 2017 it removed Calle Quiros, Textimax Spain, Castizal Madrilena, Inmobiliaria Castizal and Ucalsa Peru. These later actions qualify the original designation lists. The notices record removals without setting out reasons or deciding the separate criminal charges against Isaac, Henry, Ceballos Bueno and Solorzano-Lozano.

An update to El Colombiano’s report of the Spanish-cell action states that a July 2018 determination by Peru’s Ministerio Público found insufficient evidence to support suspicion of drug-proceeds laundering involving Calle Quiros, and no indications of a profit-generating predicate offense. This is the newspaper’s account of a Peruvian determination concerning Calle Quiros. It does not supply final dispositions for the four defendants in the separate United States Guberek indictment.

The five associated entities
Matthew Levitt’s chapter in the research volume Beyond Convergence discusses the Guberek network as an example of collaboration across organizational and ideological boundaries. It links the Madrid collectors to the larger Colombian laundering operation and emphasizes the commercial service supplied to Joumaa. This is an analytical interpretation of relationships described in enforcement records. It is not a new bank ledger independently tracing proceeds to Hezbollah. The useful substantive point is that a trafficking organization can purchase financial services from outsiders. Shared ideology, nationality or family background is not required to explain such a relationship, and none should be substituted for evidence of the service itself.

Interpreting the Madrid collections
Levitt’s Beyond Convergence chapter goes further than Treasury’s October announcement by describing the Madrid collections as including Joumaa’s proceeds. Treasury identified Joumaa as a customer of the wider Guberek operation without assigning a particular Madrid collection to him. The stronger client-specific description belongs to Levitt’s account; it does not add a transaction-level record of money reaching Hezbollah.

Relationship to Hezbollah
Treasury’s earlier account of the Joumaa network explicitly alleged a financial benefit for Hezbollah. Combining that account with the Guberek designation establishes why the latter appears in research on Hezbollah-related illicit finance: the network allegedly served a client whose wider enterprise was described as benefiting the organization. That is a mediated relationship. It is stronger than a connection based only on geography, but narrower than proof that Hezbollah directed the Gubereks or received every sum they processed. The public material reviewed here does not identify a particular Guberek payment, its amount, its organizational recipient and a complete chain of records connecting them.

The case contributes a detailed example of financial services connecting drug markets to suppliers: Bogotá management, commercial companies, foreign accounts and Madrid collection activity. GAO’s work on trade-based laundering helps explain why these records need to be read together, while the research literature places the example within a wider discussion of professional facilitators. The sources perform different jobs. The administrative actions identify official allegations and sanctions grounds; the criminal announcement identifies an accusation; the research explains a broader pattern. None of these categories should be silently converted into another, and additional secondary citations do not increase the number of independent underlying investigations.

Trade and settlement mechanisms
GAO’s April 2020 study distinguishes falsified prices, quantities or descriptions from Black Market Peso Exchange arrangements that can use correctly described goods. It also notes that merchants receiving third-party payment may be unaware of its criminal source. These distinctions explain why Treasury’s reference to textile companies is not, by itself, a finding that a particular Guberek invoice was false or that every commercial counterparty knowingly participated.

Noam Binstok, Orna Mizrahi and Esteban Klor’s May 2026 INSS analysis describes hawala offsets and trade settlement as ways to transfer value without moving the same cash through every stage. That distinction helps explain the alleged relationship between European collections, foreign accounts and payments in Colombia. Their analysis supplies a general financial mechanism, not evidence that the Guberek network used every described method or that its Colombian payments continued onward to Hezbollah.

Historical significance
Treasury described Guberek’s businesses as intermediaries connecting international collections, company accounts and payments for trafficking clients. The alleged Joumaa customer relationship linked them to the broader Hezbollah-related investigation. The 2013 actions and criminal charge did not establish a traced Guberek payment to Hezbollah. Complete final outcomes for the defendants remain unavailable in the cited material, which describes multiple alleged clients rather than a single beneficiary.
