Counterfeit goods appear in Hezbollah-financing research as one category within a wider set of commercial and criminal activities. The literature discusses unauthorized branded products, pirated media, falsified medicines, forged documents and counterfeit currency. These categories involve different offenses and markets. Gil Riza’s 2023 INSS study surveys claims that Hezbollah, supporters or outside collaborators have earned income from such activity. It also notes the limited research on the subject and the difficulty of establishing the portion of commercial earnings actually transferred to the organization.

Forms of participation
Riza distinguishes several ways an organization can benefit. It may run production or distribution itself; receive products or assistance from a sponsor; receive contributions from supporters conducting their own criminal businesses; or buy services from outside criminals. A supporter’s personal profit motive can coexist with a contribution to an organization. These distinctions identify the missing step in many broad revenue claims: evidence that counterfeit products were sold does not, without more, identify the amount remitted, the recipient or the relationship between the counterfeiter and the organization.

Products and commercial infrastructure
The study describes a range of products, from clothing and media discs to medicines, tax stamps and documents. Different markets require different skills and infrastructure. Counterfeit branded merchandise can move through shops and import businesses, while forged identity documents may also facilitate travel or concealment. Riza discusses Ciudad del Este within the wider international trade setting and describes cooperation with producers or distributors in other countries. The commercial locations explain how products reach buyers; they are not allegations that all traders in those locations participate in Hezbollah financing.

Media piracy and changing markets
Riza’s historical account describes copied CDs, DVDs, software and games sold through networks associated with supporters in the Triple Frontier. He argues that changes in technology and declining returns from discs encouraged movement into other products. This is an example of market adaptation: a financing network can retain contacts, distribution capacity and retail access while changing what it sells. The organizational connection remains a separate evidentiary question from the popularity or profitability of a product category. Global piracy revenue is not a measure of Hezbollah’s earnings.

Medicines and public health
Counterfeit Drugs and National Security, published by the Stimson Center in 2011, treats falsified medicines as both a public-health problem and a possible source of finance for organized crime and terrorist groups. It discusses growing transnational involvement and identifies Hezbollah among the organizations alleged to participate. The report itself notes uncertainty about the basis of one widely circulated market estimate. Its security argument concerns the diversion of profit, while its public-health concern concerns consumers receiving products that may not be what they claim. Those are connected but different consequences.

Hezbollah-specific medicine claims
Riza’s study describes claims about the manufacture and distribution of fake medicines, including sexual-dysfunction treatments and other common pharmaceuticals, and draws on earlier research by Boaz Ganor and Miri Halperin Wernli. It discusses both production in Lebanon and the marketing of products made elsewhere. These are attributed research accounts rather than a single court finding covering all the companies or products mentioned. They also should not be merged with the Captagon market: modern illicit stimulant tablets and a falsified medicine sold as a legitimate pharmaceutical raise different issues of composition, representation and consumer demand.

Tobacco and tax stamps
Illicit tobacco is not necessarily counterfeit tobacco. The GAO illustration reprinted in a September 2004 State Department publication describes Smokescreen participants buying cigarettes in North Carolina, where the state tax was five cents per pack, and selling them in Michigan, where it was 75 cents. It reports approximately $8 million in purchases during 1996–2000 and an estimated $1.5 million in profit, only a portion of which was sent to Hezbollah as cash or goods. This example concerns tax-diverted cigarettes and particular support transfers, not proof that the entire purchase value was counterfeit-goods income.

Undercover cases and counterfeit currency
Levitt’s 2013 account of Operation Phone Flash describes how Moussa Ali Hamdan’s stolen-goods business brought an FBI source into contact with Dib Hani Harb. The account attributes to Harb statements about high-quality counterfeit currency and describes negotiations concerning its sale. These statements were part of an undercover investigation. They show the claims and proposals made by the participants, while the final legal outcomes need to be described separately. Hamdan’s later conviction record includes several categories of offense, rather than only a single counterfeit-product transaction.

Later legal outcome
A Justice Department table of terrorism-related convictions through December 2014 records Moussa Ali Hamdan’s conviction on 20 April 2012 and sentence on 19 July 2013 to 11 years in prison, three years of supervised release and $5 million forfeiture. The listed counts span material support, conspiracy, stolen goods, counterfeiting, passport and false-statement offenses. The table does not specify whether the conviction followed a plea or trial. Its outcome concerns Hamdan individually and should not be used to assign the same offense or sentence to every associate described in the investigation.

What the research can measure
Riza argues that counterfeit-goods activity has attracted less sustained attention than narcotics trafficking, while also acknowledging gaps in academic data. The literature’s figures variously measure world markets, individual businesses, alleged network proceeds or estimated organizational contributions. Those levels should remain separate. An assessment of the financing mechanism is strongest when it identifies the product, seller, period and transfer to the beneficiary. Broader estimates can frame the scale of the market, but cannot substitute for a case-specific account of Hezbollah’s receipts.
