Cocaine-proceeds laundering is the concealment or transfer of earnings from cocaine sales. In several investigations, U.S. authorities linked such services to Hezbollah-associated networks through Colombian intermediaries, Lebanese financial institutions and European cash collections. The Lebanese Canadian Bank case, Pedro Mejia Salazar prosecution and European operation involved different defendants and outcomes. Their records distinguish individual convictions from broader allegations concerning the recipients or organizational beneficiaries of funds.

Proceeds and financial services
A drug sale creates money in the market where the drugs are sold; suppliers and brokers may need its value elsewhere. Laundering services address that separation by collecting money, arranging payments, converting currencies or using commercial transactions. The Government Accountability Office (GAO) distinguishes laundering through financial institutions, physical currency movement and trade-based methods. These categories can overlap within a single investigation. They also separate the original trafficking activity from the financial service supplied afterward. A money broker can serve multiple clients without owning their drugs, directing their distribution or sharing their political objectives. The particular customer and beneficiary remain questions for the evidence in each case.

Lebanese Canadian Bank network
In February 2011, Treasury identified Lebanese Canadian Bank as a financial institution of primary money-laundering concern. Its account described Ayman Joumaa’s organization moving cocaine and laundering proceeds through an international network. Treasury attributed a financial benefit to Hezbollah and alleged links between the organization and bank management. This was an administrative finding, rather than a criminal verdict against everyone who used the bank. Its significance was the alleged connection between criminal proceeds, financial intermediation and a named organizational beneficiary. The bank’s customers, exchange businesses and commercial counterparties had different roles within that account, which cannot be reduced to the statement that every transaction financed Hezbollah. Treasury’s estimate of up to $200 million laundered per month concerned Joumaa’s wider network; it was not a calculation of that amount received by Hezbollah.

The 2011 civil-suit announcement named Oussama Salhab as an alleged Hezbollah operative in Togo whose courier network moved cash from Benin through Togo and Ghana toward Lebanon. It separately described Maroun Saade as leading a West African narcotics organization and supplying services to Hezbollah members involved in trafficking and bulk-cash smuggling. These are named government allegations within the West African account; they do not identify Saade as a participant in the later 2016 European operation.

Vehicle purchases and commercial value
The related civil complaint described money wired from Lebanese institutions to American businesses for used-vehicle purchases. Vehicles were exported to West Africa, where sale proceeds entered the alleged financial circuit. This was a commercial mechanism involving real goods, payments and cash, not simply a shipment of cocaine following the same route as the cars. The amended complaint described approximately $329.6 million in relevant transfers through four Lebanese banks, including approximately $229.9 million through LCB. Those figures concern specified bank transfers for vehicle purchases. They are not interchangeable with the amount of cocaine sold, the profits of the entire trafficking organization or a documented payment of that sum to Hezbollah.

In June 2013, American prosecutors announced a $102 million civil settlement with LCB. The settlement resolved the specified forfeiture claims against the bank; it was not a criminal conviction of the commercial network. The financial outcome is therefore a separate figure from the transfers described in the complaint. The Financial Crimes Enforcement Network (FinCEN) subsequently withdrew its proposed special measure against LCB in 2015 after changes including the sale of the bank’s assets and cessation of its banking operations. These later developments belong to the institutional history. They do not turn the original network-wide allegations into findings against every person mentioned in the complaint, nor do they provide a final accounting of Hezbollah’s receipts.

The written settlement records LCB’s denial of wrongdoing and of management involvement in drugs, terrorism or money laundering. That denial accompanies the civil forfeiture outcome; the bank’s settlement does not establish that every financial counterparty knowingly handled drug proceeds.

Mejia and La Oficina
Treasury’s July 2014 action concerned Pedro Claver Mejia Salazar and a Medellín-based laundering network. It alleged that Mejia primarily served La Oficina de Envigado, often under the direction of Fredy Alonso Mira Perez, known as Fredy Colas. Treasury also said the network worked closely with Joumaa. The allegation described a service relationship connecting Colombian customers with an international money-laundering network. Family members and businesses were identified as participants, including a beauty-products company. This action was distinct from the later European operation: a shared reference to La Oficina does not make their defendants, transactions or attributed amounts identical.

Mejia pleaded guilty in Boston on 4 May 2017 to conspiracy to launder money. On 6 September, he received a 50-month prison sentence and three years of supervised release, according to the Justice Department. Prosecutors described at least $768,586 in drug proceeds laundered between May 2009 and June 2012 at the direction of Colombian brokers working for La Oficina. The announcement placed the case within Operation Powerplay. Its larger seizure totals covered that wider investigation, not solely Mejia. The reported conviction concerned laundering; the announcement did not describe a Hezbollah-financing conviction or identify the $768,586 as money delivered to Hezbollah.

European collections and settlement
On 1 February 2016, the DEA announced arrests following a European operation that had begun in February 2015 from American investigative leads. The agency described a network of couriers collecting millions of euros in drug proceeds in Europe and transporting funds toward the Middle East. It attributed the activity to what it called the Business Affairs Component of Hezbollah’s External Security Organization. According to the announcement, participants had business relationships with South American trafficking organizations, including La Oficina. The statement linked the inquiry to leads from the LCB investigation, while describing a new operational period and a different set of arrests.

The DEA account distinguished European collections from payments to traffickers in Colombia through a hawala disbursement system. It said a large portion of the proceeds transited Lebanon and attributed a significant share of the proceeds to Hezbollah’s benefit, including weapons funding. These were the agency’s announced findings in an ongoing investigation. The release did not supply a transaction-by-transaction public ledger establishing a single beneficiary total. Physical movement of currency, settlement of obligations and the eventual use of funds are different stages of the alleged process. The Colombian payment did not require the identical euro banknotes collected in Europe to arrive at a Colombian recipient.

Named financial-service relationships
A separate Treasury action on 28 January 2016 named Mohamad Noureddine, Hamdi Zaher El Dine and Trade Point International. Treasury alleged that Noureddine supplied financial services to Hezbollah members and associated businesses, including Adham Tabaja and Al-Inmaa Engineering and Contracting. It described transfers supporting commercial investment in Lebanon and Iraq, alongside laundering, currency exchange and bulk-cash services offered to various clients. El Dine was identified as a Trade Point employee involved in transfers. This account supplies named relationships between a financial-service provider and alleged Hezbollah customers. It does not establish that every client of the business was affiliated with Hezbollah or that every transfer originated in cocaine sales.

French proceedings
AFP reported in November 2018 that a Paris court sentenced Noureddine to seven years in prison and imposed a €500,000 fine in the Lebanese connection case. The reported offenses concerned laundering and criminal association. AFP’s earlier trial coverage also explained that the French inquiry had not pursued the Hezbollah-financing theory and reported Noureddine’s rejection of the accusations against him. The French outcome therefore cannot be restated as a terrorism-financing conviction.

Levitt’s March 2019 CTC Sentinel research characterized Noureddine’s conviction more broadly, as a conspiracy to finance Hezbollah. AFP’s contemporary report described laundering and criminal association. The research contributes an interpretation of procurement and financial relationships; its characterization and the offenses reported by AFP should remain distinguishable.

Undercover funds and individual outcomes
Joseph Asmar’s case illustrates a different evidentiary setting. In the investigation involving Asmar and Iman Kobeissi, agents supplied approximately $400,000 represented as drug proceeds, which prosecutors said was laundered back to the United States for a commission. The 2015 charge announcement also alleged a contemplated $8 million scheme. The agent-supplied amount was not revenue from an identified cartel’s cocaine sales, and the contemplated amount was not a second completed pool of funds. Allegations about access to Hezbollah-connected services formed part of the wider investigation.

On 26 May 2017, Asmar pleaded guilty in Brooklyn before Judge Eric Vitaliano to laundering funds he believed were drug money. Reuters reported his lawyer Aaron Altman’s statement that Asmar accepted responsibility and wanted to reunite with his family. The judgment, signed on 1 February 2018 and filed the next day, recorded a count-one laundering-conspiracy conviction, 20 months in prison, three years of supervised release and a $250,000 forfeiture money judgment. It also recorded dismissal of count two and underlying charges on the government’s motion. The 20-year maximum previously announced was potential exposure, not the sentence imposed. Asmar’s outcome did not decide Kobeissi’s separate disposition or establish a Hezbollah receipt of the undercover funds.

Trade-based mechanisms
Trade-based laundering need not depend on fictitious merchandise or a false price. GAO’s analysis describes the Black Market Peso Exchange as a mechanism that can use genuine purchases to move value derived from crime. The Bankers Association for Finance and Trade’s (BAFT) study likewise examines the limited view available to financial institutions when payments and merchandise information are held by different parties. These general studies explain the mechanics and detection problems. They do not independently establish that a named exporter knew the source of a payment or that a particular customer acted for Hezbollah.

Noam Binstok, Orna Mizrahi and Esteban Klor’s May 2026 INSS analysis describes purchases and resale of goods and hawala offsets as complementary processes within decentralized financing networks. This helps explain the distinction between collecting proceeds in one market and settling obligations in another. It remains a broader analytical model, rather than evidence that a named transaction in the bank, Mejia, European or Asmar cases followed the same route.

Cash brokers and couriers
Research by Melvin Soudijn and Peter Reuter examines the work and costs of specialists who move criminal currency. Its analysis of broker and courier relationships provides a useful comparison with the collection networks described in the European case. A courier, broker and ultimate customer occupy different positions; participation in one service does not automatically establish control of the entire operation. This research is not an independent investigation of Noureddine or LCB. It adds an explanation of how specialized financial services can connect dispersed criminal markets while leaving the customer-specific allegations to the case documents and the findings of the relevant courts.

Soudijn and Reuter’s 2016 study used records from six completed Dutch investigations conducted during 2003–2011. Their analysis distinguished expenses visible in the records from missing costs such as lost shipments and broker income; they estimated a broader service price of 10–15 percent, potentially as high as 17 percent. These are estimates for the sampled cash-moving businesses. They cannot be applied as a universal laundering fee or used to calculate Hezbollah’s share in an unrelated case.

Financial scope
Matthew Levitt’s research on Hezbollah’s organized criminal enterprises places the bank and trafficking allegations in a wider history of European activities. Read together, the sources describe several proposed connections to Hezbollah: alleged benefit from a laundering network, services to named members, and an agency-attributed business component. They do not make every intermediary a member of the organization. Nor can money described in different proceedings be added together without checking periods, overlapping transactions and the meaning of each amount.

Laundering services joined drug markets to financial and commercial channels in these cases. Mejia’s plea and sentence, LCB’s civil settlement and the reported French convictions added different legal outcomes to that financial history. Agencies’ wider Hezbollah-benefit assessments remain attributed to them. The combined account explains the alleged connections without turning transaction volume into organizational income or supplying a single audited total across the cases.
