Caesar’s Park Hotel was designated by U.S. Treasury in January 2011 in its action against Ayman Joumaa’s drug-trafficking and money-laundering organization. Treasury identified Joumaa’s brother Akram Saied Joumaa as the hotel’s chief executive and general manager and said the organization used the hotel as a location to broker drug-trafficking and money-laundering activity. The release establishes an attributed venue role in a historical sanctions action; it does not identify each meeting, guest or employee as a participant. OFAC removed the hotel on 4 April 2016.

Historical action
The Office of Foreign Assets Control designated Ayman Joumaa, nine individuals and 19 entities connected to his organization under the Kingpin Act. Caesar’s Park Hotel was among the designated entities, with Akram Saied Joumaa named as chief executive and general manager. Treasury said Joumaa and his brothers were involved in trafficking or laundering activity. Designation of the venue does not itself constitute a criminal conviction of all people working there.

Attributed role
Treasury’s specific statement was that the organization used the hotel as a location to broker drug-trafficking and money-laundering activities. This is a place-of-contact allegation, distinct from claims that drugs were stored, produced or sold on the premises. The release does not identify a dated meeting, a particular customer or an amount of funds exchanged at the hotel.

Ownership and the neighboring exchange
The October 2012 amended complaint in the Lebanese Canadian Bank civil case described the hotel as owned by Ayman Joumaa and placed the Hassan Ayash Exchange principal office beside it in Beirut. That allegation distinguishes Ayman’s attributed ownership from Akram’s management position. Proximity explains why the hotel appears beside an exchange in the case record, but does not establish that every exchange transaction occurred inside the hotel.

Removal in April 2016
OFAC removed Caesar’s Park Hotel from its sanctions list on 4 April 2016. The notice included the spelling variants Ceasar’s Park Hotel and Ceasers Park Hotel and identified the property on Madame Curie Street in Beirut. It also removed Akram Saied Joumaa, Anwar Saied Joumaa and Mohamad Said Joumaa. The notice gives no individual reasons and does not record a criminal acquittal. Its dated removal materially qualifies the January 2011 designation.

Scope and distinctions
The hotel appeared in an OFAC action covering nine individuals and 19 entities in addition to Ayman Joumaa. The same release listed the Lebanon, Panama and Colombia companies separately from the hotel; it did not say that the hotel owned those businesses or handled their proceeds.

Different functions within the network
The January 2011 action separately named three exchanges, Ellissa Holding and its subsidiaries, shipping and trading businesses, and the hotel. Treasury assigned the hotel a brokering function while describing exchange houses and cash smuggling as financial channels. Its estimate of as much as $200 million laundered each month concerned the network. It was not hotel turnover, room revenue, a personal receipt by Akram or a quantified transfer from the hotel to Hezbollah.

Related case record
The 2011 release identifies the hotel’s relationship to the Joumaa organization but does not say the venue hosted a Hezbollah meeting or that hotel revenue went to Hezbollah. The broader Joumaa network is discussed in separate Treasury actions as benefiting Hezbollah. The hotel-specific announcement does not document a Hezbollah payment.

Analytical context
Noam Binstok, Orna Mizrahi and Esteban Klor’s May 2026 INSS analysis describes a decentralized financial system in which money changers, intermediaries and trade arrangements perform different functions. This provides context for distinguishing a meeting venue from the exchange and settlement businesses in the Joumaa record. The analysis supplies no hotel-specific transaction or evidence that all activity at a listed address served the same purpose.
