Benin appears in U.S. Treasury accounts of the Joumaa-linked exchange-house network through a designated used-car company and later descriptions of money movement involving exchange houses. Treasury named Ellissa Group SA, a Benin subsidiary of Ellissa Holding, in its 2011 Joumaa-network action. In 2013, it described a route in which proceeds of car sales were transported in bulk cash from Cotonou to Beirut and deposited at Halawi Exchange. These are records concerning named businesses and actors; they do not implicate Benin as a state or its used-car industry generally.

Designation and network
The 2011 Treasury action identified Ellissa Group SA as a Benin subsidiary of Ellissa Holding involved in the sale of used cars in Africa. Ellissa Holding and Ellissa Exchange were designated in the broader Joumaa drug-trafficking and money-laundering action. The statement describes a business relationship and a designation context, not the provenance of each vehicle or each sale.

Port and regional trade
The State Department’s 2019 money-laundering report describes Cotonou as a transport hub serving Nigeria and landlocked Sahel countries. Its account of the used-car scheme follows money from Lebanon to U.S. vehicle purchases, cars shipped to Benin for West African buyers, and sales proceeds mixed with drug proceeds before returning to Lebanon. This describes the alleged use of a commercial corridor by particular networks, not the status of the corridor’s trade as a whole.

Designation and network
The Justice Department’s 2011 civil complaint account located an Ellissa Group car park in Cotonou as one place where U.S.-purchased vehicles were sold. It alleged that couriers directed by Oussama Salhab moved tens of millions of dollars and euros from Benin toward Lebanon through Togo and Ghana, and that the wider infrastructure also handled narcotics proceeds. Those are allegations against named actors and channels; the account does not allocate an individual Ellissa Group sale to Salhab or establish that every car payment represented cocaine proceeds.

Currency conversion and couriers
The civil complaint said buyers at Cotonou car parks, especially Nigerian buyers, commonly paid in local currencies. It alleged that money destined for Lebanon was converted into U.S. dollars or euros through currency markets that also handled narcotics proceeds. This is the claimed point of commingling: revenue from a car sale and money from drug trafficking could be combined during currency conversion and onward transport.

The complaint described a 9 December 2010 interception at Paris Charles de Gaulle airport of three travelers who had flown from Benin and were heading to Beirut. It said they carried more than $6.5 million and €48,500 without declaring it, and that one held an Ellissa Megastore business card. The card supplied a commercial connection in the complaint; it did not establish that every seized banknote belonged to Ellissa or Hezbollah.

Another route ran overland from Cotonou through Lomé, Togo, to Accra, Ghana, before onward air travel. The complaint cited approximately $1.2 billion in declared U.S. currency entering Ghana across the Lomé crossing in 2007–2008, of which roughly $845 million was declared by Lebanese nationals. Those are broad declaration totals, not a finding that all the declared money was illicit or attributable to the named exchange-house scheme.

Designation and network
In 2013 Treasury reported that Rmeiti Exchange facilitated at least $1.7 million between March 2011 and October 2012 for Beninese and Lebanese money launderers and drug traffickers. It also described Halawi Exchange transactions for a Benin-based network buying used cars in the United States and shipping them to West Africa. Treasury said cash proceeds from car sales were hand-carried from Cotonou to Beirut and deposited at Halawi. Figures in the release describe different periods and activities and should not be summed as one proven flow.

Replacement businesses and financial channels
FinCEN alleged that Ali Kharroubi directed Kassem Rmeiti to establish Trading African Group in Benin in February 2011 and that former Ellissa employees worked there by autumn. It attributed more than $1.7 million in payments to U.S. car dealers and exporters to TAG between March and October 2011. That figure concerns a different period and transaction population from the at-least-$1.7-million Rmeiti client-flow estimate for March 2011–October 2012; they should not be combined as a single total.

FinCEN’s Halawi account distinguished more than $4 million in arranged transfers in early 2012 from a plan, described as of mid-2012, to move $224 million in vehicle-shipping contracts through a Benin car lot. The larger figure was a proposed volume, not a reported completed transfer. The account also described routing payments through other jurisdictions after the actions against Lebanese Canadian Bank and the designated exchanges.

Designation and network
The 2013 action said Rmeiti handled transactions on behalf of known and suspected Hezbollah affiliates; it separately reported Treasury’s belief that Haitham Rmeiti replaced Ellissa owner Ali Kharroubi in facilitating Hezbollah funds transfers. Treasury also said Halawi had laundered cocaine-related profits for a leading Hezbollah official and narcotics trafficker. The release does not state that the particular Cotonou cash shipments were all Hezbollah funds. A route through Benin alone cannot establish a Hezbollah connection.

Responses and separate outcomes
Contemporary reporting carried denials from the exchange houses targeted in 2013. Halawi said it complied with Lebanese requirements and retained client and source-of-funds documentation; Rmeiti challenged the evidence and rejected the accusation. Those responses belong alongside the agencies’ account of the routes and replacement businesses.

The related Lebanese Canadian Bank case ended in a $102 million Civil forfeiture, with the bank’s denial preserved in the settlement agreement. That resolution concerns the bank; it does not establish a criminal verdict against Benin’s car businesses. The Treasury network-benefit allegation likewise does not identify every exchange-house transfer as Hezbollah’s money.

Later institutional context
The 2019 country report recorded Benin’s new 2018 anti-money-laundering legislation, a specialized economic-crimes and terrorism court, and admission to the Egmont Group of financial-intelligence units. The 2022 report described further changes, including removal of the limitation period for financial crimes in 2020 and efforts to prosecute drug trafficking through Cotonou’s ports. It also reported continuing shortages in financial-investigation capacity, funding and specialist training. These are dated national developments, not outcomes in the Joumaa cases.

For October 2020–September 2021, the 2022 report listed 635 suspicious-activity statements, 103 referrals for investigation and 20 matters presented to court. It described seven as dismissed, nine as prosecuted and four as pending. “Prosecuted” does not establish conviction, and the report did not identify those matters as the Ellissa, Halawi or Rmeiti transactions discussed here.

Research interpretation
Noam Binstok, Orna Mizrahi and Esteban Klor’s May 2026 INSS analysis explains how commerce, currency exchange and informal settlement can combine in decentralized financing networks. The framework helps distinguish the movement of cars from the settlement of payments and the transfer of cash. In the Benin records, the named-company and route allegations supply the specific connections; the broader model cannot establish an illicit origin for every vehicle or payment passing through Cotonou.
