Amer Mohamed Akil Rada was designated by U.S. Treasury in September 2023 for acting for or on behalf of Hezbollah. Treasury described him as a senior operative coordinating commercial enterprises, including charcoal exports from Colombia to Lebanon, and said he used as much as 80 percent of his enterprise’s proceeds to benefit Hezbollah. The same release separately linked his brother Samer to illicit drug activity. It did not identify Amer’s charcoal shipments as containing cocaine.

Operational allegations
Treasury’s 12 September 2023 account described Amer as a senior operative in Hezbollah’s External Security Organization who had served for more than a decade in South America. It alleged that he worked with Salman Raouf Salman to survey targets, participated in the 1994 AMIA bombing in Argentina and was allegedly involved in the 1992 Israeli embassy bombing. These are agency allegations within the designation history, separate from its commercial-revenue assessment; the notice did not announce a criminal conviction of Amer for either attack.

Commercial enterprise and related companies
Treasury attributed charcoal exports and other business coordination to Amer and said that a large share of enterprise proceeds benefited Hezbollah. It designated his network under a terrorism authority. The 80 percent statement concerns the enterprise’s proceeds as Treasury described them; the release does not call them cocaine proceeds.

Earlier commercial research
Aurora Ortega’s March 2022 study identified Tucan Trading S.A.R.L., established in Lebanon in January 2015, as Amer’s charcoal business, with a 34 percent holding for him and 33 percent for each of two daughters. Her shipping-data analysis counted at least 25 consignments to Tucan during 2016–2021, including 14 from Zanga. Zanga’s 43 total shipments included those 14, so the totals overlap. Ortega explicitly cautioned against automatically concluding that Amer and Mahdy’s charcoal companies smuggled cocaine; their cargo contents remained unresolved.

Commercial enterprise and related companies
Treasury identified Samer as Amer’s brother, and described Mahdy Akil Helbawi as Amer’s son and a manager of a Colombian charcoal supplier, Zanga S.A.S. The release named business transfers and ownership relationships but did not label the charcoal shipments in that network as narcotics shipments.

Treasury identified a specific commercial chain: Amer’s son Mahdy Akil Helbawi established Colombian charcoal supplier Zanga S.A.S., which supplied companies in the network, including Amer’s. It said Lebanese firm Black Diamond SARL transferred about $40,000 to Zanga citing coal or charcoal purchases and named Ali Ismail Ajrouch as Black Diamond’s owner. These named business links help explain the network designation; the release does not characterize the $40,000 as a cocaine payment.

The formal notice assigns different grounds: Amer was listed for acting for or on behalf of Hezbollah, Helbawi for supporting Amer, Zanga for being owned or controlled by Helbawi, Black Diamond for supporting Zanga, and Ajrouch for owning or controlling Black Diamond. Those grounds map the described commercial relationships; they do not establish that each entity engaged in drug trafficking.

Business adaptation
Ottolenghi’s September 2023 commentary argued that the sanctions arrived after the network had adapted. Citing commercial shipping records, he reported that Zanga had discontinued operations in 2021 and that other firms had taken over shipments and customer relationships. This is an attributed assessment of business continuity and sanctions timing. It does not establish the identities or conduct of every successor company, or prove that its charcoal cargo contained drugs.

Earlier regional interpretation
Joseph Humire’s October 2020 Atlantic Council study had described Amer’s import-export activities in Panama, including textiles sent to Colombia and charcoal to Lebanon. It placed the Rada family within a wider regional network of facilitators. That analytical grouping does not make every person named Rada interchangeable: the report’s account of Abdala Rada Ramel’s 2017 deportation concerned a different individual.

Financial scope
The designation’s two financial figures describe different propositions. The estimate of as much as 80 percent concerned the share of Amer’s enterprise proceeds used to benefit Hezbollah. The approximately $40,000 concerned transfers from Black Diamond to Zanga citing purchases of coal or charcoal. Treasury did not establish that the percentage applied to those particular transfers, and multiplying the figures would create an unsupported payment estimate.

Commercial enterprise and related companies
The drug-related assertion in the release concerns Samer and a separate fruit shipment seized in El Salvador. Family and business relationships do not establish Amer’s involvement in that shipment. The designation describes Amer’s Hezbollah-financing commerce without identifying a narcotics transaction within his charcoal enterprise.

The separate allegation against Samer
Samer’s alleged involvement in a cocaine consignment belongs to his separate account. News Five Belize reported his 2013 denial of knowing involvement and of links with drug cartels or terrorist organizations. Neither that denial nor the allegation resolves the contents of Amer’s charcoal shipments.

Research interpretation
Noam Binstok, Orna Mizrahi and Esteban Klor’s May 2026 INSS analysis describes businesses and trade as components of decentralized financing networks. It helps distinguish generating commercial revenue from transferring value to an organizational beneficiary. For Amer’s enterprise, Treasury alleged the beneficiary and a share of proceeds. That proposition does not require treating charcoal as cocaine, and the broader research model does not establish an illicit cargo where the case-specific record leaves its contents unresolved.
