Exchange houses are businesses providing currency conversion and related payment services. U.S. investigations involving Ayman Joumaa, Lebanese Canadian Bank, Rmeiti, Halawi and Chams alleged that particular exchange businesses connected narcotics proceeds with bank accounts, commercial payments or Hezbollah-related financial activity. The businesses occupied different positions in those arrangements and faced separate administrative or judicial proceedings. The allegations concern identified institutions and services, rather than exchange services generally.

Financial functions
The U.S. Financial Crimes Enforcement Network (FinCEN) acknowledged ordinary currency-exchange and money-transmission activity at both Rmeiti and Halawi. Its findings focused instead on particular customers, payments and commercial relationships, together with alleged management involvement.

Rmeiti’s foreign-bank accounts illustrate how that access could extend beyond the exchange counter. FinCEN described relationships with banks that had U.S. correspondent access, connecting the exchange to payments to American sellers. Cash acceptance, bank processing and receipt by a supplier could therefore involve different institutions. This separation of functions helps explain why the investigations examined exchange houses alongside banks and trading companies.

Treasury’s February 2011 action against Lebanese Canadian Bank (LCB) said Joumaa’s network used Lebanese exchange houses, accounts at the bank and bulk-cash movements to launder narcotics proceeds. It also described trade-based laundering involving consumer goods and U.S. used-car dealerships. The exchange business was therefore one part of a larger alleged mechanism. It offered a connection between cash, banking access and commercial payments, while other participants supplied vehicles, transport or access to customers and suppliers.

Treasury explicitly stated that Hezbollah benefited financially from Joumaa’s criminal activity. That assessment supplies the organizational connection in the LCB record; it does not identify every exchange-house payment as Hezbollah’s money. The related bank case later ended in a $102 million civil forfeiture, with LCB’s denial preserved in the agreement. The network allegation and the bank’s legal outcome remain distinct.

A Bankers Association for Finance and Trade report explains that a payment provider may process settlement without financing the shipment or examining its goods. Wire information may show counterparties without providing the commercial documents needed to understand the underlying sale. This helps explain why investigators connect customer records, payments and trade records held by different institutions. Limited visibility is not itself evidence of complicity, and an international payment is not inherently illicit.

Treasury’s April 2013 announcement alleged that the named exchanges obscured sources by commingling funds or splitting transactions across businesses and financial institutions. Commingling joins different funds within an account or payment stream; splitting divides activity across transfers or providers. In this account, the significance came from the alleged customers and relationships as well as the pattern. Neither routine aggregation nor several separate payments alone establishes the source or ultimate beneficiary of money.

Vehicle payments
The amended bank complaint separates exchange-originated transfers from payments initiated by other account holders. Its table attributes about $203.3 million of the roughly $329.6 million vehicle-related total to the identified exchange businesses across four banks. This gives the exchanges a concrete place in the government's financial account. It also prevents a common overstatement: the total does not mean one exchange personally moved every dollar, and it does not measure money delivered to Hezbollah. The categories concern alleged payments into the American vehicle trade. The organizational allegation comes from additional statements about beneficiaries and participants in the wider circuit.

In April 2013, Treasury alleged that Rmeiti Exchange and its owner had provided at least $25 million in payments to U.S. car dealers and exporters associated with the Joumaa network between 2008 and March 2011. The original finding describes more than $22 million of those payments as coming from LCB accounts. These figures concern a defined payment population and period. They describe the financial channel identified by the agency, rather than a calculation of the exchange’s earnings or Hezbollah’s income.

The finding also describes changes after the 2011 interventions. FinCEN alleged that Ali Kharroubi directed Kassem Rmeiti to establish Trading African Group (TAG) in Benin, and that former Ellissa employees later worked there. It described subsequent use of World Car Service accounts for payments to some of the same commercial counterparties. The agency identified changes in businesses and accounts alongside relationships it considered continuous.

A separate Treasury allegation concerned at least $1.7 million facilitated through Rmeiti for Beninese and Lebanese launderers and traffickers between March 2011 and October 2012. FinCEN also described $1.7 million in Trading African Group payments during March–October 2011. The periods and described customers differ, and the public accounts do not resolve their possible overlap. Neither figure can simply be added to the other to enlarge the network total.

FinCEN also alleged that Kassem Rmeiti paid Ali Kharroubi approximately 30–40 percent of Trading African Group’s profits after its creation. It described World Car Service transfers exceeding $2.2 million to U.S. dealers and exporters during 2011–2012, including counterparties that had previously received transfers from Rmeiti Exchange or TAG. These claims concern an alleged profit-sharing relationship and changing payment channels. The profit percentage is not a share stated to have reached Hezbollah, and the transfers may overlap other populations in the finding.

Halawi Exchange
FinCEN described Halawi as arranging payments linked to used-car purchases in the United States and exports to West Africa. Its account connected U.S. suppliers, Benin-based businesses and cash taken from Cotonou to Beirut, then deposited at an exchange office. It also alleged payment routing through other countries to avoid scrutiny associated with earlier U.S. actions. These were components of the agency’s reconstruction of a named network; they were not a finding that all car sales or cash transfers along those routes were illicit.

The published Halawi record distinguishes transactions from plans. Treasury described more than $4 million in wire transfers in early 2012. Separately, it said central figures planned $224 million worth of vehicle-shipping contracts through a network involving a Halawi-owned Benin car lot. Planned contract value is not completed laundering and cannot be presented as money received by Hezbollah. Other passages concern different periods and customers; the finding does not allocate the full proposed contract value to Hezbollah.

Alleged Hezbollah relationships
For Halawi, the finding explicitly alleges laundering of drug-trafficking and cocaine-network profits for an unnamed Hezbollah leader who was also described as a narcotics trafficker. For Rmeiti, FinCEN separately alleges financial services for Hezbollah, bulk-cash deposits associated with illicit activity in Africa and a change in a named facilitator. Both are direct agency assessments, but they are not interchangeable. The unnamed official in the Halawi account should not be identified speculatively or assigned to Rmeiti’s transactions. Nor does the Rmeiti account label every deposit from illicit African activity as narcotics proceeds.

Badran and Ottolenghi's 2020 study describes exchange houses as interfaces between cash, banking and international settlement. Their treatment of Chams and the European investigation illustrates how a specialist intermediary can appear in multiple commercial relationships. Some of the material they cite was supplied privately, so the study cannot be treated as a public transaction ledger. Its useful contribution is to explain the financial function alleged in these cases. Read beside the original findings, it helps connect the local exchange counter to cross-border payments without assuming that every ordinary exchange transaction or remittance belongs to the criminal activity under discussion.

Chams Exchange
The 2019 Chams action supplies a later example. Treasury named La Oficina de Envigado and Joumaa among the network’s narcotics customers and alleged that Chams facilitated money movements for Hezbollah. It said the exchange operated under Lebanese central-bank licensing and supervision. The allegation concerned the use of a financial business to serve particular customers. It did not mean that licensing itself proved wrongdoing, or that everyone who used the exchange belonged to the same criminal organization.

Chams’s example also helps separate movement from benefit. Treasury’s estimate of tens of millions of dollars in monthly narcotics-related activity describes the flow it attributed to the network. It does not show that Hezbollah retained the full amount. Across the cases, transaction volume, service fees, business revenue and money received by a beneficiary answer different questions. The records support examining the relationships between them; they do not supply a common percentage that can be applied to all exchange houses.

A shared provider also changes the interpretation of a network diagram. Serving a narcotics customer and a Hezbollah-related customer does not establish that the customers are identical or under common command. Treasury’s Chams account goes beyond customer overlap by expressly alleging Hezbollah benefit, but the provider’s total payments remains different from the organization’s income. RAND’s discussion of varying affiliations helps distinguish a financial relationship, membership and direct control.

Responses and regulatory proceedings
Contemporary reporting carried denials from both Halawi and Rmeiti. The Daily Star reported Halawi’s assertion that the business complied with Lebanese requirements and retained client and source-of-funds documentation, while Rmeiti challenged the evidence and rejected the accusation. These responses are part of the historical dispute, not independent audits of the firms. Their presence matters because the findings should not be rewritten as admissions by the named businesses. The cited accounts do not supply a single criminal verdict resolving all of those disputes.

The 2013 public announcement described three different instruments: findings of primary money laundering concern, an immediately effective reporting order lasting 120 days, and proposed longer-term measures. A proposal is not a permanent effective prohibition. On 18 October 2026, FinCEN’s public table displayed finding and proposal entries for both firms without displaying a final-rule or rescission entry. That is a dated observation of the index, not certification that no other proceeding or obligation exists.

Cash and payment services
The exchange businesses occupied the junction between cash and international payment. Their alleged services connected collectors to accounts, customers to suppliers and commercial transactions to settlement in distant markets. The institution-specific findings identified the customers and Hezbollah-related relationships authorities sought to disrupt. Research on these mechanisms explains why an exchange could remain useful to a network even as a particular banking channel closed.

In May 2026, Institute for National Security Studies authors Noam Binstok, Orna Mizrahi and Esteban Klor described a decentralized financing system involving money changers, informal intermediaries and legitimate businesses. Their account explains hawala offsets and trade arrangements as means of settling obligations across borders. It supplies a later analytical framework for the intermediary functions described in the cases, rather than a finding about every exchange-house customer or a current transaction ledger.
