Hezbollah’s funding comprises financial and material support from Iran, donations, revenue from businesses and services, and income attributed to criminal activity. The literature also describes networks that move or hold funds through exchange houses, banks, trade and informal settlement. Revenue sources and transfer channels are different: a bank transfer or a hawala payment describes movement of value, while a donation, commercial profit or laundering commission describes a possible source of income. Gil Riza’s 2023 INSS study surveys these categories and emphasizes the inconsistent public estimates of their size.

Iranian support and estimates
Iran has been a central source of support, but published estimates vary substantially by period and author. Riza’s survey cites U.S. estimates of at least $700 million annually, an earlier FDD range of $100–300 million and RAND researchers’ concern that the larger estimate may be overstated. These figures arise from different assessments and years. They cannot be combined into a single audited budget, and the value of weapons supplied separately is not necessarily included on the same basis. Fluctuating oil revenue, sanctions and Iran’s commitments elsewhere feature in the literature as explanations for variation.

Financial needs
The organization’s recurring expenses extend beyond the purchase of weapons. Research identifies military salaries, training, support for wounded personnel and families, schools, welfare institutions and reconstruction. Riza interprets diversification of revenue as an attempt to sustain these obligations while reducing exposure to interruptions in Iranian support. He also notes that wider international business activity creates additional exposure to financial restrictions and investigations. The same expansion that can increase access to resources can thus give authorities more identifiable companies, accounts and intermediaries to examine.

Donations, commerce and services
Private donations, charitable activity and legitimate business earnings occupy a different category from criminal proceeds, even where the recipient is the same organization. Riza describes contributions from supporters overseas and income associated with commercial and social institutions. A donor’s contribution is not equivalent to the donor’s total turnover, and the revenue of an enterprise is not necessarily the amount remitted to Hezbollah. This distinction is especially important in accounts of broad commercial networks, where a publication may identify supportive owners without publishing a transaction ledger showing the ultimate destination of all their earnings.

Banks, exchange houses and informal settlement
Tony Badran and Emanuele Ottolenghi’s September 2020 FDD study describes Lebanese exchange houses as intermediaries between cash-based activity and the banking system. Their case examples include Chams Exchange, Lebanese Canadian Bank and European collections associated with Mohamad Noureddine. The study explains hawala as settlement through credits, debts and intermediaries rather than necessarily a direct shipment of banknotes between the original sender and final recipient. Trade can provide another means of settling value through purchases and resale of goods. The authors also acknowledge uncertainty over how much money returned through banks as opposed to cash couriers.

The Lebanese Canadian Bank example
The Lebanese Canadian Bank case concerned an alleged system for turning drug proceeds into apparently commercial payments. Badran and Ottolenghi describe Ayman Joumaa’s network using West African used-car businesses, purchases from U.S. and European dealers, Lebanese exchange-house accounts and commodity transactions involving Asian suppliers and Latin American customers. In that account, merchandise sales returned value to trafficking clients after a commission was deducted. Treasury’s often-cited figure of up to $200 million a month referred to alleged laundering throughput, rather than Hezbollah’s receipts. The investigation and the bank’s subsequent settlement must be read alongside its denial of knowingly facilitating money laundering.

LCB’s $102 million forfeiture in June 2013 resolved the civil claims against the bank. The agreement also preserved its denial of wrongdoing and management involvement in drugs, terrorism or laundering. Both provisions belong in the account: a substantial financial recovery occurred, but the settlement did not make the bank admit the government’s entire narrative.

European collections and criminal proceedings
The European case focused on cash collection and settlement services associated with Mohamad Noureddine and Trade Point International. The DEA’s February 2016 announcement alleged that couriers collected millions of euros in drug proceeds in Europe, that a substantial share passed through Lebanon, and that hawala brokers disbursed corresponding value to traffickers in Colombia. The agency characterized the network as part of the BAC and alleged that Hezbollah benefited. This institutional account was broader than merely identifying a transfer company: it linked the alleged money services to Hezbollah’s external apparatus, while later proceedings required courts to assess particular defendants and offenses.

The French case also produced a reported criminal outcome. AFP reported a seven-year sentence and a €500,000 fine for Noureddine in November 2018, listing laundering and criminal-conspiracy offenses. The specific Hezbollah-financing allegations came from the U.S. authorities. Noureddine’s reported denial of knowing the criminal origin or Hezbollah destination of the funds remains part of the account.

Shared financial intermediaries
The April 2019 Chams action made the financial-services connection especially explicit. Treasury accused his network of moving tens of millions of dollars monthly for narcotics customers, naming La Oficina de Envigado and Joumaa, and of facilitating movements for Hezbollah. It identified Chams and the network as Hezbollah-affiliated under separate legislation as well as imposing narcotics sanctions. Chams disputed the claims. The case therefore concerns an alleged intermediary shared across criminal and organizational customers, rather than proof that all those customers formed one cartel.

Al-Qard al-Hasan
Al-Qard al-Hasan illustrates the intersection of social finance and institutional support. Badran and Ottolenghi’s May 2021 study describes interest-free loans backed by gold or third-party guarantees, accounts used by ordinary clients and supporters, and allegations that employees’ personal accounts connected the association to Lebanese banks. The study reports AQAH lending of $480 million in 2019. That figure measures lending activity, not annual Hezbollah income. Likewise, the number of accounts disclosed in a data leak does not identify how many clients financed the organization or the proportion of balances derived from illicit activity.

Resilience and the cash economy
Binstok, Mizrahi and Klor’s May 2026 INSS analysis argues that Hezbollah’s financing is distributed across several locations and mechanisms. It describes the expansion of Al-Qard al-Hasan after Lebanon’s banking crisis and places informal transfers within an economy heavily dependent on remittances and cash. The authors argue that attacks on physical financial premises alone cannot eliminate the wider network. Their position is a strategic analysis of financial resilience, not a complete set of accounts. They also distinguish the legitimate majority of diaspora activity from the particular channels associated with Hezbollah.

Limits of quantification
Amounts in case histories measure different things: cash collected, money laundered for a customer, merchandise purchased, assets seized, loans issued or alleged organizational benefit. Badran and Ottolenghi’s financial study assembles examples from these different stages, but also states that investigators do not have a complete picture of revenue streams. Adding the totals of connected investigations would risk counting the same value more than once. Equally, a laundering network’s throughput is not its profit, and neither is automatically the amount received by Hezbollah. Funding analysis therefore depends on identifying the recipient, transaction and period behind each estimate.

Changes in the published assessments
An earlier FBI historical discussion presented a narrower account of direct organizational participation in narcotics. It described direct Hezbollah involvement as limited, noted religious condemnation of the drug trade, and distinguished the organization from affiliated individuals whose activity allegedly generated support. Later Treasury and DEA accounts describe more developed financial and criminal networks. These publications are separated by time and by their evidentiary focus; the earlier account remains a material qualification to any claim that every reported trafficking relationship reflects a single, continuously documented organizational policy.
