Latin America appears in Hezbollah-linked narcotics-finance records through particular trafficking routes, commercial intermediaries and fundraising allegations. U.S. records describe Colombian cocaine suppliers, Mexican buyers, payments returning to Colombia and Venezuela, and a separately designated support network in the Argentina–Brazil–Paraguay border region. Those records concern different actors, transactions and legal actions. They do not establish a single continent-wide cartel or a Hezbollah connection to every Latin American drug organization.

Colombia, Central America and Mexico
A December 2011 U.S. indictment alleged that Ayman Joumaa coordinated cocaine shipments originating in Colombia, moving through Central America and sold to Los Zetas for distribution in the United States. Prosecutors described an eight-year conspiracy and alleged that proceeds were laundered for suppliers in Colombia and Venezuela. The indictment was a criminal accusation against Joumaa; the announcement did not establish his conviction or Hezbollah direction of each shipment.

The same announcement described laundering as a service with a price and a settlement period. Prosecutors alleged fees of 8–14 percent and payment to suppliers within one to five days after proceeds were collected in Mexico, Europe or West Africa. These terms help explain the role of an intermediary: the service joined markets where cash accumulated with suppliers expecting payment elsewhere. The fee range was an allegation about that arrangement, not a measured share paid to Hezbollah.

Banking, goods and settlement
In February 2011, U.S. authorities separately described use of Lebanese Canadian Bank to launder narcotics proceeds and stated that Hezbollah derived financial support from the Joumaa network’s criminal activities. That financial-benefit allegation is narrower than a claim that Hezbollah controlled the cocaine supply chain. Matthew Levitt’s later discussion emphasized this distinction when describing disagreements over how the network should be characterized.

FinCEN, the U.S. Financial Crimes Enforcement Network, described cash deposited with exchange houses, transferred into their Lebanese Canadian Bank accounts and followed by instructions for international wire transfers. Its account also described payments through U.S. correspondent accounts to Asian suppliers, goods sold in Latin America and settlement through a Black Market Peso Exchange. In that type of arrangement, brokers connect criminal proceeds with merchants needing another currency to pay for imports. The goods, payment instructions and original cash need not follow the same geographical route.

A related used-car route extended beyond Latin America. The Congressional Research Service summarized allegations that commingled funds financed purchases of U.S. vehicles for export to West Africa, with sales proceeds returned through Lebanese banks and exchange houses. This was one route within the wider laundering account. The appearance of the same intermediary in several markets does not make every shipment part of an identical transaction.

La Oficina and financial intermediaries
Treasury’s July 2014 action identified Pedro Claver Mejia Salazar as an intermediary working under La Oficina de Envigado underboss Fredy Colas. It alleged that Mejia laundered proceeds and worked closely with Joumaa’s network to return drug money to Colombia. That named commercial relationship predates DEA’s 2016 account of Hezbollah’s Business Affairs Component. It does not by itself establish that Mejia belonged to that component or transferred money to Hezbollah.

In February 2016, the U.S. Drug Enforcement Administration (DEA) alleged that members of the Business Affairs Component maintained business relationships with South American drug organizations, including La Oficina de Envigado. The agency described couriers collecting cocaine proceeds in Europe, movement of value toward the Middle East and payments to traffickers in Colombia through hawala, an informal system of settlement through intermediaries. DEA said a significant portion benefited Hezbollah and connected the proceeds to weapons purchases for its operations in Syria. These were the agency’s findings about the targeted network.

Treasury’s 2019 action against Kassem Chams and his organization described laundering services for multiple clients, including Joumaa, La Oficina and the Sinaloa Cartel. It alleged tens of millions of dollars in monthly laundering and separately identified Chams and the organization as Hezbollah-affiliated under the relevant sanctions legislation. A shared service provider links named clients in the record; it does not establish common ownership of those clients or that every transaction had the same beneficiary.

Triple Frontier finance records
Treasury designated Assad Ahmad Barakat in 2004 and additional people and entities in the Argentina–Brazil–Paraguay border area in 2006 for alleged financial or logistical support to Hezbollah. The later action described suspected or alleged narcotics involvement by several named individuals, attributing different conduct to each. Those allegations do not characterize the entire fundraising network as a narcotics-trafficking organization.

Rashmi Singh and Jorge Lasmar’s 2024 regional study describes a border economy in which legal and illegal trade use much of the same roads, airports, commercial infrastructure and intermediaries. Their account emphasizes changing alliances among criminal groups and the opportunities created by trade volume and uneven enforcement. That setting explains why investigators study businesses and transport connections. It cannot establish the guilt or organizational membership of an individual merely because that person trades or lives in the area.

Interpretations of regional relationships
Research accounts differ over the meaning of these connections. In a September 2013 Institute for National Security Studies essay, Sami Kronenfeld and Yoel Guzansky interpreted Hezbollah’s Latin American drug-market relationships as part of a wider Iranian proxy, financing and logistical system. Their discussion drew on reported official assessments and considered how established smuggling capabilities could support other operations. That broad interpretation does not show Iranian direction of a particular Joumaa payment.

InSight Crime’s Geoffrey Ramsey argued that cases involving Joumaa and Chekri Harb showed cooperation rather than necessarily organizational membership and questioned expansive descriptions of regional control. Hannah Stone separately noted that the announced Joumaa charges did not mention Hezbollah, despite Treasury’s earlier financing allegations. These accounts retain the criminal and financial relationships while disputing what may be inferred about hierarchy and affiliation.

A congressional exchange also illustrates the importance of defining the group under discussion. Douglas Farah said he was unaware of systematic, large-scale connections involving U.S.-based criminal organizations. David Asher then asserted partnerships involving foreign cartels earning income in the United States, including Sinaloa and the Mejia Salazar network. The witnesses addressed different organizational scopes; their testimony did not establish that all domestic and foreign criminal groups had equivalent relationships with Hezbollah.

Legal outcomes and geographical scope
Legal actions against connected entities also require separate treatment. In 2013, the Justice Department announced a $102 million forfeiture settlement with Lebanese Canadian Bank and a separate settlement exceeding $720,000 with Hassan Ayash Exchange. Those were civil outcomes, not criminal convictions of every person named in the wider network. The existence of a settlement cannot settle every allegation about a route’s organizers or ultimate beneficiaries.

Colombia appears in allegations about cocaine supply and return payments; Mexico appears as a market and trafficking link; the Triple Frontier appears in distinct finance and sanctions records. Europe, West Africa and Lebanon connect some of those cases through collection, trade and settlement. The map therefore identifies functions and named relationships. Geographic proximity, ethnicity and ordinary trade activity do not themselves establish participation in narcotics crime or membership in Hezbollah.
