West Africa was a destination for used vehicles and a centre of currency conversion and cash movement in the laundering arrangement alleged in the Lebanese Canadian Bank case. The U.S. civil complaint described vehicle-sale proceeds combined with narcotics proceeds before funds moved toward Lebanon. It identified businesses and routes in Benin, Togo and Ghana and alleged that Hezbollah members or supporters facilitated particular stages. The bank later settled specified civil claims while denying wrongdoing.

The civil case
The United States brought the civil action in New York in 2011 and filed the verified amended complaint used here in October 2012. It sought forfeiture and civil money-laundering penalties involving LCB, exchange houses and other defendants. The pleading described purchases in the United States financed through accounts in Lebanon, followed by exports to West Africa. Its factual narrative consisted of government allegations, including statements based on information and belief. The later LCB settlement resolved specified claims against the bank and property; it did not turn the entire complaint into a criminal judgment against every trader, shipper or courier mentioned.

The amended complaint’s transfer table identified approximately $329.6 million sent through four Lebanese banks for purchasing or shipping used cars between January 2007 and early 2011. It attributed approximately $229.9 million of that total to accounts at LCB. The remaining transfers were associated with BLOM Bank, Middle East and Africa Bank, and Federal Bank of Lebanon. These figures describe the alleged purchase-financing channel into the United States, not money ultimately received by Hezbollah. Naming a bank through which transactions passed also requires attention to the particular allegations about that institution, rather than assuming identical responsibility across every institution in the table.

Cotonou and vehicle businesses
Cotonou was a concrete commercial destination in the pleading. The government described Ellissa Group SA as owning a vehicle park for receiving and selling used cars imported through the port, and Ellissa Shipping as engaged in shipping used cars to Benin. It separately identified STE Nomeco SARL as operating vehicle lots in Benin. These were different companies within the alleged commercial infrastructure. Their functions explain how imported vehicles could be received, stored and sold after the American purchase. The presence of actual goods and identifiable trading businesses is important: the alleged laundering mechanism did not depend solely on fictitious invoices or nonexistent shipments.

According to the complaint, vehicles arriving at Cotonou’s lots were commonly sold to buyers from West African countries, particularly Nigeria, who generally paid in local currencies. Money intended for transfer to Lebanon was then converted into dollars or euros, sometimes through informal currency markets. The government alleged that those markets supplied currency derived from narcotics trafficking, thereby combining proceeds from different activities. It is a specific alleged financial mechanism, rather than evidence that every buyer, vehicle or currency transaction at Cotonou belonged to the scheme.

Cash routes
The complaint included a concrete example of the return route. It stated that three people arriving from Benin were arrested at Paris Charles de Gaulle Airport on 9 December 2010 while traveling onward to Beirut. Authorities found more than $6.5 million and €48,500 that had not been declared. One traveler reportedly carried an Ellissa Megastore business card. The episode supplied an alleged connection between a route, cash and a commercial contact. A business card is not by itself proof that the company owned every banknote, and the complaint’s description should not be mistaken for a complete account of the travelers’ subsequent proceedings.

The pleading also described cash leaving Benin through Accra’s airport in Ghana, reached overland through Togo and Lomé. It cited Ghanaian customs records showing roughly $1.2 billion in declared American currency at the Lomé border crossing in 2007 and 2008, including approximately $845 million declared by Lebanese nationals. Those are reported declaration totals, not a calculation of drug money or Hezbollah receipts. Their relevance in the complaint was to the scale and geography of cash movement along a route investigators were examining. Nationality and a lawful currency declaration cannot independently establish the criminal origin or destination of funds.

Within the broader border-declaration figures, the complaint identified a Salhab-linked courier population that declared more than $97 million and approximately €22.5 million in 2007–2008. It connected couriers through company phone numbers and travel contacts. These subsets should not be added to the full border total, and the currencies should not be combined without an exchange-rate basis. Declaring cash and sharing a contact do not, by themselves, establish that every declared sum was criminal proceeds.

Named logistics relationships
The complaint associated the Salhab family’s businesses with different services: STE Marco SARL with transportation between Togo and Ghana, a travel agency with regional travel, and Cybamar Swiss with shipping used by vehicle purchasers. It also described visa applications in which travelers listed shared commercial contacts. They should remain attached to the persons and companies actually named. The existence of a shipping relationship, common contact or travel booking is one part of that account; the allegation of knowing participation requires the surrounding case-specific evidence.

The government’s theory was not that geographical proximity alone connected the trade to Hezbollah. The complaint expressly alleged that members and supporters facilitated some vehicle purchases and cash movements, and that a significant portion of the return flow used courier or security networks associated with the organization. Treasury’s February 2011 LCB announcement separately stated that Hezbollah derived financial support from Joumaa’s criminal network. Those are explicit official assessments of organizational involvement. Neither supplies a comprehensive public ledger identifying the organization’s share of every transaction. The amount handled by a network and the amount retained by an organization remain different measures.

The 2011 civil-suit announcement named Oussama Salhab as an alleged Hezbollah operative in Togo controlling a courier network that moved tens of millions of dollars and euros from Benin through Togo and Ghana to Lebanon. It described Cybamar Swiss, a Michigan-based shipper owned or controlled by Salhab and relatives, as frequently used to move vehicles to West Africa. This supplies the named relationship behind the logistical account, while remaining a government allegation.

The same announcement separately described Maroun Saade as leading a West African narcotics organization and providing services to Hezbollah members involved in trafficking and bulk-cash smuggling. It alleged that Salhab relied on Saade to pay bribes to secure detained couriers’ release. The amended complaint gave a July 2010 example: Salhab and an employee were stopped in Togo with approximately $798,150 and €311,910 in a concealed vehicle compartment. According to the pleading, Salhab said the money came from car sales and was headed through Ghana to Lebanon; it further alleged that he paid Saade to obtain their release.

Separate Saade criminal allegations
A separate February 2011 charge announcement described Saade and other defendants negotiating with DEA confidential sources whom they believed represented the Taliban. The alleged arrangements involved heroin storage and transport through Benin and Ghana, cocaine sales and weapons. Saade and four other defendants were arrested in Liberia and transferred to U.S. custody that month. The announcement described a sting operation and unproven charges; it does not establish an actual agreement between the Taliban and Hezbollah or resolve the civil allegations about West African vehicle trading.

Bank settlement and exchange houses
The 2011 financial action disrupted LCB’s access to American banking relationships. The amended complaint said American institutions terminated correspondent relationships even though the proposed rule was not yet in effect. LCB subsequently sold assets and liabilities, and the 2013 settlement provided for $102 million in forfeiture. The settlement’s scope matters to the regional account: it resolved specified bank and property claims, with express reservations elsewhere. It cannot be used to assign a criminal conviction to an African business simply because that business appeared in the same complaint. The commercial route and the bank’s legal resolution are connected parts of the history, not interchangeable findings. The written agreement recorded LCB’s denial of wrongdoing and of management involvement in drugs, terrorism or money laundering.

Treasury’s April 2013 action against Rmeiti and Halawi described what authorities regarded as adaptation after the earlier intervention. Its Halawi section alleged that cash from vehicle sales traveled from Cotonou to Beirut and entered exchange offices without documentation of its origin. The agency also described proposed vehicle-shipping transactions and alternative financial channels. These later allegations illustrate why a bank action did not necessarily end the market for moving value. They belong to the separate exchange-house action, however. A planned transaction value should not be treated as a completed shipment total, and the later narrative is not proof that every earlier participant remained involved.

The August 2012 seizure announcement expressly stated that no wrongdoing was alleged against Société Générale de Banque au Liban, Banque Libano Française or the U.S. bank maintaining the correspondent account involved in the sale and escrow arrangements. Their transaction roles were distinct from the allegations against LCB. The bank’s eventual $102 million forfeiture also measured a legal resolution, not the value of the West African market or the amount Hezbollah received.

Rmeiti and Halawi disputed the accusations in contemporary reporting. Halawi defended its recordkeeping and compliance, while Rmeiti rejected the allegations. Their defenses accompanied administrative financial measures, rather than criminal convictions. In discussing proposed vehicle transactions, the distinction between plans and completed shipments remains necessary regardless of the firms’ responses.

Commercial visibility
The case combines records that a single participant might not ordinarily see together: purchase wires, vehicle shipments, sales receipts, currency exchanges and passenger movements. BAFT’s study of trade-based laundering explains that a bank processing an open-account payment may have little access to the underlying commercial transaction. This provides useful context for the case’s reliance on information beyond bank statements. It does not excuse conduct alleged against particular managers or establish wrongdoing by a bank merely processing a payment.

UNICRI’s 2024 study uses the LCB case to illustrate the intersection of organized crime, commercial finance and terrorism. It describes the vehicle-sales and cash-return mechanism and reproduces a diagram sourced to earlier reporting. Matthew Levitt’s 2013 research likewise places the case within a broader account of Hezbollah-linked criminal activity. These are research interpretations of the commercial and financial relationships described in the case.

In a May 2026 INSS analysis, Noam Binstok, Orna Mizrahi and Esteban Klor described trade-based laundering and informal transfers as complementary processes in decentralized financial networks. They explained that intermediaries can settle obligations through offsets or trade arrangements. That analysis provides context for the range of financial services that can accompany commerce; the physical cash movements in the LCB complaint remain particular allegations requiring their own evidence.

Regional and financial scope
The West African component was a sequence of commercial and financial functions rather than one undifferentiated location. Benin featured in vehicle imports and sales; Togo appeared in logistics and overland movement; Ghana appeared as a border and airport route; European airports appeared in the onward travel narrative. Keeping those roles separate also prevents the case from becoming a claim about the region’s population or its entire used-car market. The records identify particular alleged transactions and participants. A wider estimate of illicit activity in West Africa would require separate market evidence and cannot be calculated by extrapolating from this civil complaint.
